Admin option to move tag input to below the title

People who've read a few of my posts know that I think tags are a powerful but under utilised feature of Xenforo.
In part because when creating a thread on mobile (which I suggest 50 or more percent of people do), the tags being below the message text box with the Create thread button being stuck to the bottom of the page, means that people will likely create a thread without even seeing the tag element.
