Classified, Ads, Link Directory

I'm working on a new project for a non-profit. They would like to setup a Community Hub as a fundraising tool. What they need and can afford maybe a problem.

Want:
1) classified ads
2) deluxe advertising system
3) link directory

I've found Xenaddons which has links and classified. Is there anything better? What advertising portal do you recommend?
