Minimum requirements

I currently have an instance of 2.2.13 on my server and I am looking to migrate to a new server I have recently purchased.

The minimum requirements on the Xenforo purchase page says that PHP 8.2 is recommended. My question is, is it okay to run on PHP 8.3?

Additionally, the minimum requirements states common PHP functions are required. Is there a list of what these are?
