RSS Settings > Page Setup > Jump Buttons - add option for "When scrolling down"

As I view my site which can have long pages I only want to see an UP button to bring me back to the top of the page. This is how many sites work that I'm familiar with yet XF 2.3.7 doesn't have this option. I only want to see an UP arrow, when scrolling down.

Please add an option "When scrolling down"
