[MC] Content Tabs - Reduce navigation clutter with scrollable tabs

This add-on is something I use on my personal sites that I packaged into an add-on so I don't have to go into templates to do this ever again.

I find XenForo's navigation system full of clutter than be reduced and there some big add-ons that are full of navigational clutter due to how XenForo's navigation system is designed.
