RSS "Send email queue" missing from CRON table... emails get sent, but are delayed.

Forum has been running for many years, no problems... regular updates, a small number of extensions, 5000 active users, forum is constantly in use, but not high volume.

CRON jobs set to "activity based", and with constant real non-bot activity on the forum, this has never been an issue.

Suddenly about a week ago users have reported that email notifications of a waiting PM or a subscribed topic take many hours, or even a full day to arrive. As far as i can tell, they do come, but not like...
